E-Team | Administrative Council

Cascadia's governance and administration is made up of a team of educators dedicated to providing the best possible education to our students.

Executive Team (E-Team)

Purpose

The President's Executive Team is responsible for the management of institutional affairs and serves as advisory to the President. The Executive Team deals with, but is not limited to, College governance, student learning and success, fiscal strategies and related maters, personnel, community relations, public information and information systems, policy and procedures development and adoption, strategic planning etc. Outcomes/recommendations of these meetings may be placed on the agenda for the Administrative Council and/or other appropriate teams/committees, or can be forwarded directly to the President for action. Final decisions are communicated to the Cascadia Team through established routes such as established teams/committees, area and team briefings, electronic mail, or the internal web site (Intranet).

Administrative Council

Purpose

The Administrative Council is responsible for the management of the day-to-day operations of the College and serves as advisory to the President. The Administrative Council deals with matters such as budget, facilities, policies and procedures, etc. The Administrative Council does not consider personnel matters, or personnel policies and/or procedures, etc. The Administrative Council's primary function is to address current and pending institutional issues in order to advise the President on appropriate course(s) of action(s). A summary of the team meetings (excluding any confidential discussions and actions) is published as part of the general College communication and information system (Intranet).

  • Dr. Ann Beaulieu, Vice President for Student Learning

  • Ana Blackstad, Director of Student Advising & Support Services
    Ms. Blackstad is the Director of Student Advising & Support Services. Ana's responsibilities include supervising the academic advising, Running Start, high school completion, new student orientation, disability support services and collaborating with other Student Success areas to deliver quality services to students. Prior to joining Cascadia, Ana was the Manager of Online Student Services for Washington Online Virtual Campus, a project of the Washington State Board of Community and Technical Colleges. Ana's previous career experience includes residence life, academic and career advising, Web site development, training and online teaching. Ana earned a B.A. in History and Fine Arts from Creighton University and an M. Ed. in Student Development Administration from Seattle University, and she is currently working towards a Ph.D. in Leadership Studies from Gonzaga University.

  • Erin Blakeney, Associate Dean of Admissions & Retention
    Erin Blakeney is the Assistant Dean for Student Success Services. The areas that she oversees are Student Programs, International Student Programs, and Outreach/College Relations. She has a Master's degree in Higher Education Administration from Boston College and a Bachelor's degree in Child Development from San Jose State University. Before coming to Cascadia, Erin worked at a variety of institutions, including San Jose State University, Boston College, Massachusetts Institute of Technology, and Highline Community College. She also holds leadership positions in professional organizations, such as the National Association for Student Personnel Administrators, the National Association for Campus Activities, and the Washington State Council of Unions and Student Programs.

  • Dr. Sharon Buck, Dean for Student Learning
    Sharon Buck works with the Professional/ Technical Program, Student Internships, Distance Education, and new curricular projects, including the college's Center for Arts, Technology, and Global Interaction. She joined Cascadia as a member of the Curriculum Learning Design Team. She has also served Cascadia as Director of Fund Development and Executive Director of Foundation, and as Director of College Relations. Prior to working at Cascadia she was a tenured faculty member at Lake Washington Technical College, and also brings over 14 years teaching experience in the K-12 vocational education. She holds a Bachelor's degree in Agriculture from California State Polytechnic University, Pomona, and a Master's Degree in Forestry from the University of Washington, and is currently completing a Doctorate in Education in community college leadership from Oregon State University.

  • Dr. Richard Carvajal, Vice President for Student Success
    Dr. Carvajal comes to us from Independence Community College in Independence, Kansas, where he served as Dean for Student Services. He oversaw a division consisting of admissions, financial aid, housing, athletics, academic advising, international student services, Upward Bound, and a child care center. Prior to his time at Independence, he served as Associate Dean of Student Services at Coker College in South Carolina and held related positions at Eureka College (Illinois) and Southern Illinois University.

    Carvajal earned his doctorate in higher education administration from the University of South Carolina, a Master of Science in Education degree from Southern Illinois University and a Bachelor's degree from East Central University (Oklahoma), where he was the institution's outstanding graduate.

    Among his other accomplishments, Richard has been a Lyndon B. Johnson Congressional Fellow, a National Association of Student Personnel Administrators Minority Fellow, a Washington Center Minority Fellow, a regular presenter at regional and national conferences, and a graduate of Leadership Hartsville (South Carolina), Leadership Independence (Kansas), and Leadership Kansas.

  • Dr. William Christopher, President
    Dr. William Christopher assumed the presidency of Cascadia Community College on July 1, 2005. He came to Cascadia from Rock Creek Campus of Portland Community College in Portland, Oregon, where he had been Campus President. Earlier in his career, Dr. Christopher was Dean for Instruction at Whatcom Community College in Bellingham. He served as Division Director for Mathematics, Science and Health Occupations at Olympic College in Bremerton. Dr. Christopher began his career in community colleges as a faculty member at Southern Nevada Community College in Las Vegas, Nevada.

    Dr. Christopher received a doctoral degree in biology in 1976 from Idaho State University. His Master’s Degree, earned at Antioch University in Yellow Springs, Ohio, is in Science Teaching. He has a Bachelor of Science from State University of New York, College at Oneonta.

  • Marla Coan, Dean for Enrollment Services
    Marla Coan is the first college graduate in her family having received her M.A. in Organizational Management from the University of Phoenix in 2000, a B.A. in Human Services from Western Washington and an A.A. from North Seattle Community College. Marla has been in the student services business since 1991. She's held various positions at Seattle Central Community College and Seattle Vocational Institute before coming to Cascadia. Since joining the Cascadia Team in 2000, Marla has held many positions in Student Success and is currently serving as the Dean for Student Success. In this role, Marla oversees Admission, Registration, and Records and the Education Support Services area. Her service philosophy provides for a fair, consistent, and effective practices and services for students.

  • Brian Culver, Director of Information Technology
    Mr. Culver graduated in 1995 from the University of Washington with a B.A. in History. His introduction to technology came from the University of Washington Academic Computer Center Help Desk, where he worked as a student employee. At Seattle University he experienced the full-time staff member side of higher education as the Help Desk Coordinator and later Network Administrator. Just prior to coming to Cascadia, Brian was employed for nearly five years with the American Red Cross Serving King and Kitsap Counties as the Information Services Manager.

  • Debbie DeBeauchamp, Director of Finance
    Prior to becoming the Finance Director at Cascadia in 2004, Debbie was Accounting Manager at Seattle Community College District offices where she was a part of a team that provided full business and reporting services for all four Seattle schools: Central, North, South and Seattle Vocational Institute. She began her community college career as an Accountant at Seattle. Prior to her work in higher education, Debbie worked in the private industry, beginning as an Accountant for TRW. She then spent most of her career as a Project Accountant for Cenvill Development, a large land development company in south Florida. She has a B.B.A. in Accounting from Florida Atlantic University and B.S. degree in English from Illinois State University.

  • Dede Gonzales, Executive Assistant to the President, Office Manager and Coordinator for External Relations
    Ms. Gonzales has over 37 years of experience in community college education. Prior to joining Cascadia Community College in May of 2000 as the Executive Assistant to the President, Dede served as the Executive Assistant to the Chancellor at the Seattle Community College District where she retired in February of 2000. Current assignments include leadership in many areas including but not limited to that of confidential assistant to the President and Board of Trustees; Public Records Officer/Records Custodian; Co-chair of the Employee Learning Institute, and maintenance of the master policies and procedures manual. She also holds a leadership position with the President's Assistants of Community and Technical Colleges (PACTC).

  • Linda Hendrickson, Executive Director of Advancement and Executive Director of Cascadia Community College Foundation
    Linda Hendrickson joined the Cascadia community in July 2005. She currently serves as Executive Director of Advancement and Executive Director of Cascadia Community College Foundation. Prior to coming to Cascadia, Linda worked three years for Communities In Schools of Washington where she directed marketing and communications, and assisted community-based groups around the state to focus their resources to impact students and families struggling to succeed in K-12 public schools. She served on the Federal Way Public Schools Board of Education for eight years. As a consultant for six years, Linda presented seminars and workshops nationally and developed publications on the topic of family involvement in K-12 schools. She holds a Master's Degree in Nonprofit Leadership from Seattle University and a Bachelor's Degree in Interdisciplinary Studies from University of Washington Tacoma.

  • Terence Hsiao, Vice President for Finance and Operations
    Prior to joining Cascadia, Terence was Managing Director at Firedance Consulting, which provides corporate development and crisis management services to early stage companies. Terence spent 15 years as a senior administrator at UCLA, where he held a number of position including Director of Business Development, Chief Information Officer and Media Director. While at UCLA Terence developed UCLA's electronic commerce services and the Master Plan for Campus Food Service. Prior to joining UCLA, Terence managed the campus newspapers for UC Berkeley and UC Davis. Terence received his M.B.A. from UCLA's Anderson School of Management and his B.A. from UC Davis.

  • Masaru Kibukawa, Esq., Director of International Programs
    Masaru Kibukawa joined the Cascadia Community in September of 2007. Masaru brings more than 17 years of broad educational experience to Cascadia Community College, including nine years with International Education Programs at Seattle Central Community College. He has traveled abroad extensively to market programs and recruit students. He is a former director of the Washington Community College Consortium for Study Abroad and has served as reader for the prestigious Benjamin A. Gilman International Scholarships. From 2002 to 2004 he coordinated a federal Title VI-A grant for the Seattle Community College District VI that internationalized college curricula and provided for faculty development. He is actively involved in legislative advocacy and currently serves on the Board of the Foundation for International Understanding Through Students and the Washington State Association for Multicultural Education. Masaru is a graduate of Dartmouth College and Seattle University School of Law.

  • Gail Miulli, Dean for Student Learning
    As a Dean for Student Learning, Gail's primary responsibilities are to provide leadership and support to Community Education (Lifelong Learning, Computer/Information Technology, and Contract Education); Basic Skills (Math Fundamentals and English Fundamental, English as a second language, and GED preparation) and Workforce Education. Gail came to Cascadia as one of its founding faculty members from the Seattle Community College District where she was Director of Instruction for Seattle Vocational Institute and a tenured faculty member. She was also at the University of Illinois, Urbana-Champaign, as an Assistant Director for Undergraduate Admissions. She represents Cascadia as a member of various state and local councils and committees, and has served as the state Chair for the Council on Basic Skills. As a Vanguard College representative, she served on Robert McCabe's national steering committee to help bring together the book Yes We Can. Gail received her Master of Education degree in Leadership from Seattle University and a Bachelor of Arts degree in Sociology from California State University at Northridge.

  • Dee Sliney, Director of Auxiliary Services and Capital Projects
    Dee Sliney is Director of Auxiliary Services and works with facility operations and capital projects. Prior to coming to Cascadia, Dee was Director of Administration and Facilities at Bastyr University, with responsibility for administration, facilities, food services, the book store, health and safety and conferencing. She has a B.A. from Mary Washington University in Virginia, an M.A. from the University of Delaware and an A.B.D. from Indiana University.

  • Sybil Smith, Director of Student Financial Services
    Sybil Smith has over 8 years experience in education, including proprietary and now public school settings. She joins us from Ashmead College where she was the Director of Finance. Prior to her time at Ashmead College, she worked for The Art Institute of Seattle and University Phoenix-Washington Campus. During her time with The Art Institute of Seattle and University of Phoenix, she assisted with many aspects of financial aid; including processing federal and state grants, Stafford, Plus and Perkins loans, counseling students on their financial options with the school, and adhering to federal compliance and auditing standards. She also has been involved in the operational and admissions side of higher education in her position as Admissions Advisor with University of Phoenix. In her years of experience, she has assisted campuses by achieving departmental and organizational goals pertaining to financial aid, enrollment and retention. Sybil has a Bachelors of Science in Business/Management from University of Phoenix.

  • George Theo, Director of Student Life
    George Theo joined the Cascadia Community in September of 2007. George has over 10 years experience in Higher Education. he joins us from Whitman College, where he was the director of student activities. His duties include Student Government advising, Campus Wide Programming, and building operations for the Reid Campus Center. Prior to his position at Whitman College, he was director of student activities at Delaware Valley College. He also serves on the board of directors for the National Association for Campus Activities, where he is Vice Chair and a member of the Board's Executive and Finance Committees. He is the former regional coordinator for the NACA West Region. He also previously served as a member of the NACA West Regional Conference Committee. He is a past recipient of the NACA Patsy Morely Outstanding Programmer Award and NACA West Advisor of the Year Award. He holds a master's degree in counseling and College Student Personnel from Shippensburg University (PA) and a bachelor's  degree in psychology from Seattle University (WA).

  • Dr. Flora Yen, Director of Institutional Effectiveness
    Dr. Yen has worked in Institutional Research in higher education for seven years and in Evaluation and Assessment for ten years. She received her B.A. in sociology from Scripps College in California, and her M.A. and Ph.D. in education from the University of California, Los Angeles, with a specialization in Educational Psychology. Current assignments include: institution-wide assessment, strategic planning, conducting research studies for planning and decision-making, gathering data for state and federal reports, and providing training and assistance on research methods, data analysis, and assessment procedures.
