The learning team at Cascadia Community College has been discussing the technical/computer competencies necessary for students who enter Cascadia to be successful in their students at the college. Additionally, the community has discussed those competencies students will need to have to be successful in their educational and workplace future. A draft of a rubric developed by the team is included below:

BASIC A Acceptable Use/ Copyright Ethics Has read and signed Cascadia’s Acceptable Use policy. Understands copyright policies. Clearly understands and follows school policies regarding appropriate e-mail and Internet use, software licensing and use of copyrighted materials. Models and champions the appropriate and ethical use of electronic and print media. Teaches others the appropriate and ethical use of electronic and print media.
  K Keyboard/ Mouse Knows functions of keys on standard keyboard and ten-key system. Knows how to use the mouse to click and right-click for different menu features in Windows programs. Can turn on/off Caps-Lock and Num-Lock. Touch-keyboarding at 20 wpm. Can change mouse properties settings. Touch- keyboarding at 40 wpm. Can use keyboard and mouse shortcuts. Touch- keyboarding at 60 wpm.
  O Operation of Computer/ Windows Can start a computer, launch specific, pre-loaded programs, exit/quit an application, and shutdown or log-off computer properly. Understands different uses of software: word processing, database, spreadsheet, etc. Can use a computer if already setup and working. Can insert and eject floppy disks, Zip disks, and CD-ROMs. Can select appropriate printer to print to. Can run more than one program simultaneously, and have several windows open at the same time. Can cut and paste text/graphics between different programs. Can install and/or upgrade an application. Can self-teach new programs. Can use anti-virus programs to check files for viruses. Can troubleshoot and successfully correct software problems. Knows when to use reboot and task manager to close programs.
  F File and Disk Management Can open and save documents on different drives. Can retrieve a file and open it. Understands care and protection of floppy disks. Can format a floppy disk. Uses file system to manage files. Can locate student user folder on network server. Can create a folder. Can save, open, place documents in subdirectories/ folders. Can move a file/folder from one directory to another. Understands pros and cons of using floppy, Zip, CDR, and CDRW disks for storing information. Uses a filing system for organizing files. Can save documents in different file formats. Uses a filing system, and regularly backs up data, can teach others how to save and organize their files.
  WP Word Processing Can create a new word processing document, save, print, and then reopen the document later. Can use text enhancements such as bold, italics, underline, and font sizes to improve the look of characters and paragraphs. Can insert graphics into a word processing document. Can use cut, copy and paste to move text within a document. Can change margins, page orientation, page numbering, set tabs, paragraph borders, and line spacing. Can insert bulleted or numbered lists, and symbols. Can use find & replace, spell-check, word count, and thesaurus. Can create, enter data, and format a table. Can add an outside border, center text vertically on a page, insert section break, insert a Word document, and customize bullets. Can create mail merge documents, form letters, labels and envelopes. Can use word art, insert current date, use styles, and create a document with multiple columns. Can create templates, master documents, index and table of contents, embed an Excel spreadsheet, add a caption, create an outline, insert a subdocument, and add an auto shape. Can build an index, table of contents and add bookmarks. Can teach others advanced word processing skills.

E Electronic Mail Can use e-mail to read and send messages. Can reply or delete received messages. Can organize e-mail by copying, saving, forwarding and deleting messages. Can send a carbon copy (cc) to additional recipients and attach files. Can open an attachment, save an attachment to appropriate place, edit the attachment and send back or forward attachment to someone else. Can create groups of users and manage/edit address book. Can subscribe and unsubscribe to and from electronic mailing lists. Can use advanced e-mail features such as filtering, delayed sending, and return receipts. Can teach others to use advanced e-mail skills.
  I Internet Can navigate the Internet to find relevant research information. Can use web browser’s refresh, forward and back buttons. Can recognize and use hyperlinks to other web sites and pages. Knows what a URL is. Can print a web page. Can use a variety of search engines to find relevant web sites and resources. Can save the URL of a web site to bookmark or favorites list. Can copy and paste text and graphics (copyright free) from a web site and can edit bookmarks. Can set browser to a default home page of choice. Can download and install plug-ins and customize browser’s preference settings. Understands the use of memory caching to improve performance. Can teach others to use advanced Internet skills.

Can retrieve course reserve articles from computer. Can find research publications from list in electronic database. Can use library and web-based resources, including the library catalog, full-text databases, electronic course reserves, and online forms for order and renewing materials. Can teach others to use library resources.
  D Database Can browse through an existing database to find information. Can input (add/delete) information in a database created by someone else. Can find, sort, edit, and print records within an existing database. Can use variety of layouts to print this information. Can create an original database – define tables, fields, create forms, and a variety of reports. Can format text and number fields and set primary keys in a database. Can sort a database by a specific field or multiple fields in ascending or descending order. Can create a database report that meets specific criteria. Can add a header (title) to the database and format the text in the header. Can create and run a multi-table query. Uses macros to achieve specific criteria. Can export data from a database and use formulas in databases to create summaries of numerical data. Uses VBA to create modules to manipulate data and features. Can teach others to use advanced database skills.
  SS Spreadsheet Can input information into a spreadsheet that someone else has created. Can enter, edit, and delete the contents of a cell. Can insert/delete, hide/unhide, freeze/unfreeze rows and columns. Can change zoom setting, and move between multiple worksheets. Can enter a range within a formula, use formula bar, and revise formulas. Can use references, AutoSum, and paste function. Can use average, sum, count, min, and max functions, can use formula palette, date, financial and logical functions. Can create and modify charts. Can link worksheets. Can import/export data from a to/from spreadsheet and use formulas to create summaries of numerical data. Can create, edit and apply templates; record, edit and run a macro; apply conditional formats, use subtotaling, data filters, and data validation. Can teach others to use advanced spreadsheet skills and features.

  V Video Can use the basic functions of a VCR and video camera. Can record a program from on on-air source for later use. Can use video appropriately to convey content in a visual medium. Can create and edit original video and audio. Can use built in camera features and techniques such as panning, title, and fade-to-black. Can use computer software for nonlinear digital video and audio editing. Can import video elements from a variety of sources into video project. Can teach others to use advanced video editing skills.
  W Web Site Design Can use a web-authoring tool to edit a template to create a new web site. Can add graphics and hyperlinks to a web page. Can use HTML to hand-code a web site. Understands basic concepts of building web pages: navigation, hyperlinks, colors; use of tables, fonts, and file size restrictions. Can use “view source” to reveal a web documents HTML coding. Can use FTP to upload files to remote web server. Can use cascading style sheets. Can use computer graphics for a variety of audiences and interactive user interfaces. Emphasizes usability, aesthetics and incorporates client feedback into revision process. Understands advanced web design concepts.
Can add animation, video, and audio to a web site. Understands basic scripting and dynamic HTML.
GLOBAL T Technology Integration Integrates technology into projects/curriculum in a variety of ways. Students work independently using skill specific software. Is aware of school’s technology standards. Meets standards of school’s technology standards and integrates technology into projects/curriculum. Serves as a resource for integration of school’s technology standards into curriculum planning and delivery.
